If Romeo was my son i would have to set some pretty strict rules. Starting with boundaries. He is free to just wonder where ever he wants to, this is why he keeps getting in so much trouble. Then i would make it mandated that someone is with him at all times. Romeo will most likely try to get away, he is a teenage boy after all. After all this is done give him a job to do, I realize that you have limited amounts a work to do. Anything that keeps him distracted from his wants and needs. To help these rules stick i would recommend enforcing them at a young age. Change is hard but if you don’t know any different it is not considered change at all. I believe this is where they went wrong, only beginning to tell him right from wrong at the most rebellious time in his life. Forgetting how they were when they were young and in love.
